TBH – Most people do drugs in groups. Hense the social part.

it’s not, to put someone like a cocaine user in the same cell as a disgusting awful person like a priest who raped little kids will never make sense to treat them the same. The users can be re-habbed to understand they don’t need to get high to stay alive, the child molestors never get the image of having sex with children out of their minds.
